Seminar On The National Human Rights Action Plan (NHRAP) 2015 On 8 and 9 September 2015

Legal Affairs Division of the Prime Minister’s Department has organised the Seminar on the National Human Rights Action Plan (NHRAP) 2015 on 8 and 9 September 2015 at the Institute of Diplomacy and Foreign Relations (IDFR), Kuala Lumpur. The seminar was launched by YB Hajah Nancy Shukri, Minister in the Prime Minister’s Department, who is also the Chairman of the Steering Committee for the Development of the NHRAP.

Local and foreign human rights experts have been invited as panel members for three discussion sessions during the seminar. Mr. Imesh Pokharel, Human Rights Officer of the United Nations Office of the High Commissioner for Human Rights Office (UN OHCHR) has shared his knowledge and experience in a session titled “NHRAP Malaysia: Global Perspective and Focus Areas”.

Two Human Rights Officers of the Ministry of Justice, Thailand, namely Ms. Nareeluc Pairchaiyapoom and Ms. Cheraporn Siripalang conducted the discussion for the second session, “Developing a National Human Rights Action Plan – Challenges and Prospects”.

Besides foreign human rights experts, the seminar also features the Malaysian representative to the ASEAN Intergovernmental Commission on Human Rights (AICHR), YBhg. Tan Sri Muhammad Shafee Abdullah and the Senior Lecturer of the Faculty of Law, University of Malaya, Mdm. Nurhalida Mohamed Khalil as panellists in the discussion session titled “NHRAP for Malaysia – What will make it work?”.

150 representatives from Government Ministries/ Departments/ agencies have attended the two-day seminar. The main purpose of the seminar is to improve the understanding and appreciation by the officers who will be involved in developing NHRAP, towards the main objective as well as the need for an effective and inclusive human rights action plan for the country. In addition, this seminar is the best platform for officers and human rights experts, local and foreign, to interact and discuss the issues and problems faced in developing a human rights action plan.
